There was a nice Instant Poker win yesterday of $13,078.90 so let's take a look at the winning play-time chart to see what we find.
First, the confirmation of data. This is from the OLG website from their Poker Tracker page, a link for which you will find in the column to the right. It was played September 11, 2017 at 1:21 p.m. in Hamilton, Ontario.
The first thing we see is that the Ascendant ruler Jupiter is in the 11th house (not angular) and has an applying sextile to lesser benefic Venus of 4 degrees. Jupiter also has a 0 degree aspect to transiting North Node, another benefic.
Next, and this just may be too simplistic, but I believe it to be the trigger for the win; transiting Part of Fortune has just slipped back into the 8th house and so is angular and is making a 0 degree quintile to Jupiter, Ascendant ruler. This would be the timing device/method for choosing when exactly to play one's lottery ticket as a benefic in 8 house is applying to ASC ruler.
Are other factors such as the player's own chart involved? Very likely. How many other people played at this time but didn't win this pot, or nothing, or a smaller instant prize of $100 or more? I believe that using such 'lucky' play times however will increase our own odds of winning more lottery money than might be considered statistically 'normal'.
